You can contact the Post Office that the carrier came from...

They can tell you exactly where it was delivered. USPS carriers have wireless scanners that include GPS data (that way you can see if the carrier delivered it to the right building). If it turns out it was delivered to his building and a receptionist accepted it, that's his concern.
