With the Canon you're suppose to have your camera settings (f/stop, shutter speed and ISO) set before shifting or tilting...

because the metering will be fooled if the lens has been shifted or tilted. I shoot in manual mode and have not had any problems changing my f/stop, shutter speed or ISO while the lens has been shifted or/and tilted. I can change my f/stop and shutter speed as the light changes with no problems. No need to reset shift/tilt to "0" every time I need to adjust my camera settings. Canon might be referring to the other modes like AV, TV...where the metering can be fooled.
